The Environment Agency (EA) has launched a consultation on a simplified packaging waste recycling charge to reduce confusion and improve cost-effectiveness for UK businesses.
Currently, a variable pricing structure is used for each tonne of processed packaging waste recycling. However, the proposal would replace this with a single, flat-rate charge. The EA’s proposal intends to reduce administrative tasks whilst encouraging more compliance, ultimately aiding the UK’s shift to an improved, circular economy.
For many businesses, the current system for recycling business packaging can be costly. Prices vary based on materials and market conditions, resulting in complexity surrounding unpredictable costs. Both producers and recyclers struggle with several aspects of the existing system. However, the new flat-rate model offers clear costs and is expected to help smaller and medium-sized businesses with recycling.
The EA believes the move could increase the efficiency of the UK’s Producer Responsibility Obligations, which require businesses to take responsibility for the packaging they place on the market. It also forms part of ongoing efforts to improve recycling rates and cut down on packaging waste sent to landfill or incineration.
Industry stakeholders are now being invited to submit their views on the proposed changes. The consultation will remain open until 14 June 2025.
If approved, the simplified charging system could be implemented as early as 2026, marking a significant step in modernising the UK’s packaging waste regime and making it more accessible for all sectors of industry.
